Duo charged over alleged neglect of 71 cats; 9 died in Bukit Panjang flat

Muhammad Khairul Naim Zainol and Nurul Nadiah Noor Mohamed allegedly left the cats unattended at the vacant flat in poor living conditions and without enough food or water for 22 months.
