Appeals court rejects Trump bid to block 20,000 ballots of suspected noncitizens

A federal appeals court refused Monday to order California to sequester 20,000 ballots of people President Trump says likely are noncitizens, saying the administration didn't give a lower court enough time to weigh the case.
